GHANA HOSTS AFROSAI CBC MEETING

The 2018 Annual Capacity Building Committee of the African Organisation of Supreme Audit Institutions (AFROSAI) has been held in Accra, Ghana.

Welcoming the delegates, the Auditor-General of Ghana, Mr. Daniel Yaw Domelevo, underscored the importance of capacity building, noting that the dynamics of auditing, and the fast changing technology demand that SAIs constantly improve on their capacity in order to keep abreast. He stated, “Auditing techniques and technology are changing every day and if we do not build our capacity we risk being irrelevant.”

The Auditor-General of Senegal, and chairman of the Committee, Mr. Mamadou Faye, opening the meeting, called for greater independence of all member- SAIs. He was hopeful that the Accra meeting would adopt an advocacy document for greater independence of SAIs, and the SAI Performance Measurement Framework to strengthen the professionalization of public auditors. Mr. Faye also noted that given changes in public management, SAIs need to continually upgrade the professional competencies of staffs, and strive to comply with international auditing standards. He further called for greater collaboration among SAIs through the conduct of cooperative audits on issues of common interests or challenges.

The CBC is responsible for:

  • developing best practices on how SAIs can strengthen their technical and institutional capacities and the areas in which AFROSAI can assist
  • promoting, coordinating, facilitate, and harmonizing technical and institutional capacity-building practices in linguistic subgroups and SAIs, and
  • encouraging closer cooperation with the INTOSAI CBC.

The meeting was attended by 15 delegates from six member-SAIs.
